16 year olds treated as adults, 17 year olds as children

A new law that’s about to get passed here in Germany (currently draft bill 16/3439³) will outlaw all sexual acts involving minors, even if both parties are minor.
The bill will effectively remove the term ‘youth’ as an intermediate step from ‘child’ to ‘adult’.
‘Victims’ (that’s what you’re girlfriend will be called) will be treated as being a ‘child’.
‘Offenders’ (hey there buddy, that’s you!) will be treated as being ‘adult’.

Protecting the world from upcoming sexually educated generations (and kinky japanese animation)

Now, strong laws against child pornography and sexual child abuse are a good thing, right?
I totally agree.
But this law affects not your ‘regular’ child porn.

• 16y/o boy feels up on his 17y/o girlfriend -> boy ends up in prison.
• You take a photo of your girlfriend in a bikini while she strikes a pose? -> prison.
• There is no room for discretion.

They could distinguish based on age and development of the involved parties, but they refuse.

• Possession is no different from distribution -> prison.
• Got hentai? -> If any drawn character shown looks like underage, prison.
• Got any harmless anime or manga with sexual innuendo? -> See previous point, prison.
• This of course affects ALL kinds of drawn ‘underage’ figures, not matter of style. -> prison.

Experts say: No way! Don’t do it!

The experts, assigned to discuss the new law before it might or might not be passed, are very concerned².
But lately this seems to act as a reason for the people in power to pass the law even faster.
If all experts say NO, the politicians say YES.
Not the first law that’ll get passed even tho experts loudly say: Don’t do it!
